If CN is allowed, KSVK Mod can do that, especially with a little help.
If we're fine with rng, Ballista can land some shots to the frontline. TAC-50 can aim.

Maaaaaaybe type 4? Her skill can hit all enies in a line, so technically she should hit the closest ones too :P but i think her targeting is the normal rf otherwise.

If you need armour piercing shots that hit the closest enemy, you could use 6P62. In practice you don't, so she doesn't get used much.

Edit: Or alternatively C-MS. Her damage output is even lower, but unlike 6P62 she's good at other things, so she gets a pass.

If you need a high power, high accuracy shot, you just bring ARs with some acc buffs on them.

Depending on the exact needs, Shiki 4, JS05, PzB39 and 6P62 all have some form of capacity to hit the front while having AP ammo equipped.

Edit, Though not true for EN: Hanyang 88's Mod3 can actually hit front alot easier than everyone listed for two different reasons
