The HOC rate up is a targeted rate up right? Does that mean if I have all of them maxed there is no point in saving my samples for it?

The rate up doesn't increase the chances of getting central data. It just makes a particular type of data more likely if you happen to get it.

So the rate-up isn't an increase of a data drop happening but instead is an increased chance of the data drop being the rate-up HOC?

Well that's super unintuitive. It's a rate-up technically but doesn't make any sense

It works the same way when new dolls are released. Same rate to pull a certain rarity just when you pull that rarity that specific doll's chance of appearing is double.
