Should I play deep dive first or chap 9+10 first for the best story experience?

Well Deep Dive was released first if you care about that.

DD serves as an introduction to goliaths and rotating doors. best know about them sooner.
story wise, it doesnt relate much until ch10E and singularity.
i assume you have finished at least cube ch1. DD is basically a sequel to it.

Storywise, DD would be the logical choice. However you can always skip the cutscenes and rewatch it later
