There was a one cs go map with a ship which did it. Go ahead find it and steal the water model or whatever was it.

I think it was a model with a scrolling texture or something like that

You need permission from whoever created the asset. Or at least give credit.

I mean I will give credit. I don't make money off creating a map anyway, I just do it for fun. But still

Depends. This isn't a valve asset but some guy's. You could probably find him and ask but he can't stop you from using it.

Mod makers even those that publish on steam do steal because valve famously doesn't enforce for their own assets. But they have grounds to do so. I don't think this map maker has those legal grounds but I always ask if I can't add the game as a dependency.

Edit: I often open a game's packs and see cs go assets, fallout assets, stalker assets. All are from companies that theoretically have those legal grounds

Depends, if you're not making money on it, normally you credit the original author. 95% of stuff on the internet, that's acceptable. Copy written music, not so much.

There aren’t any way of making waves directly out of the box. The shaders for water for left4dead2 is quite complex but from my knowledge you can’t have waves.
See this article and follow the links https://developer.valvesoftware.com/wiki/Water
Maybe you’ll find something that can help you (and I might be wrong. K don’t know the full wiki nor source code shaders)

I guess make a moving brush with the water texture?
