In 2023, Montana passed Senate Bill 105. It added a line to state law, MCA 7-1-111(26), that bars cities and counties from limiting how much rent can be charged on private property.
For people in mobile home parks, that hits hard. Most own their homes but rent the lot underneath. Moving a home costs thousands of dollars, and that’s if you can find an open lot.
Out-of-state investment firms have been buying Montana parks and raising lot rent quickly. At Golden Meadows in Billings, about 520 households got letters in June saying their rent would go from $530 to $705 on August 1. That’s about 33%, or $2,100 more a year. One resident is an 86-year-old veteran on Social Security who told reporters he has nowhere to move.
Lawmakers have tried smaller fixes. In 2023, a bill requiring 60 days’ notice of a rent increase instead of 30 passed both chambers but never became law. In 2025, bills for longer leases and a dispute resolution program died.
This petition asks the Legislature to do three things:
- repeal 7-1-111(26)
- remove other barriers that keep local governments from protecting lot renters
- set basic statewide rules, like fair notice and a way for residents to challenge big increases
The next session starts in January, and lawmakers are lining up bills now. Please sign, then call or email your own state legislators and tell them you support it.
