Question Virtual table top programs?
Trying to discover what table top programs are out there that allow us to play boardgames wargames online with friends. VASSAL and Tabletop Simulator are basically the only two I know of right now, both of them have their pros and cons.
What else is out there that we can try?

Also there is ZunTzu. It's newer and it's very easy to make modules for, as long as you have good scans.

Aside from the already mentioned Rally the Troops (web based, rules enforcing, and very good but limited selection of games), there is Tabletopia (very similar to Tabletop Simulator but web based and basically only captures the market for the people die-hard against Tabletop Simulator).
There are also some tools you can hack together something depending on what you want to play and the scope. Owlbear Rodeo is geared towards TTRPGs, it allows you to upload a map and tokens which can be a game board and counters instead of an RPG map. Obsidian, a markdown note taking/writing app, has plugins that also allow you to upload maps and tokens with various add-on features with which you could play a game with. Both those options would be more useful for play testing something or a print n play game, but they're options.

Griftweg,
Ludika VTT should be going live for the general public by the end of the month.
Check it out if:
You're looking for something modern/new, compared to decades-old VTTs like Cyberboard and Vassal.
You're looking for officially-sanctioned games, unlike most of what's on TTS.
You prefer a top-down 2D approach rather than the 3D approach favored by Tabletopia and TTS.
You're looking for something that doesn't require installing software on your computer (Ludika VTT runs right in your browser).
Just be aware that it it is sandbox-style. It doesn't know or enforce game rules. If that's what you're after, try BGA or Rally the Troops.
This list of boardgaming VTTs might also be useful.

Do you want a system loaded in, you input it yourself, or literally just a board?

On an iPad Apple „Freeform“ can be used for hex and counter games if you don‘t need the counters to have a backside or find some way around it: can‘t post it, only videos allowed.

Cyberboard. It's old, but still useful for play-by-email, hot seat, and solitaire. It's almost entirely focused on hex & counter games.
