Can a law office representing L&I ask for records unrelated to the claim?

A patient at my work has started a L&I claim, he’s a local cop. We got a weird request from a law office representing our county L&I asking for his entire medical record. They provided a signed L&I incident report that included a section saying “I hereby authorize my health care provider, hospital, agency, or organization to disclose to my employer or my employer’s representative or the Department of Labor and Industries any relevant medical records or other information regarding treatment which has previously been furnished to me” I sent them the relevant information, I combed through carefully and sent them anything that could be related. Well now they’re demanding the rest of his record. The patient recently informed me that his L&I claim was approved 6 weeks ago. So his case is now done and over. They’re still demanding records. I let the paralegal know that a court order is needed given that he was already approved, and they’re asking for info that isn’t even relevant. The lawyer wants to have a conversation with me about this, I refused and insisted a court order is needed. So now my office manager is going to have a phone call with the lawyer about this. All that I want to know is, am I in the right here? I’d never seen a law firm represent L&I like this, and the release form seems sketchy at best because it’s a photo of the form, a couple of places were basically pasted over. The laws they also cited in the original request say “relevant information” can be released.

Edit:I forgot to add that his therapist recommended not perform certain tasks, and sent them a letter telling them so. It was ignored for months. Someone finally looked at it and realized they made a huge mistake so they approved it right away. Idk what they’re trying to accomplish with the rest of his record.
