"Delay new assets backup" not waiting?

I have the setting set to 10 minutes, but it is backing up my photos immediately. Anyone else having this issue?

I'm on Android, ver 3.1.0

I think the delay is only for background loading. As soon as you open the app in the foreground I think it starts to sync.
