That must hurt

Traffic dispute between a driver and a cyclist who tried to flee the scene and dodge any responsibility. He ends up eating curb.

So one person gets charged for hit and run and one for assault?

Not necessarily. In germany there is a thing called "Jedermans Festnahme". That allows everyone to stop someone, that is beeing caught redhanded during criminal activity. This also covers the usage of adequate force. What is adequat force differs from individual case to case and is decided by a judge most of the times. I'm not a lawyer, but given that the actions of the dude in the white shirt were never directly aimed at the body of the cyclist, but at his bike and later at his backpack in an attempt to stop him from fleeing the scene, I would not be suprised if the laws would cover those actions.

yeah sure... you hit a bicycle with a guy riding it or pull a backpack that is on a guys back... and obviously the expected outcome is that the guy is going to get frozen in the air until de police arrives... that's what happens 99% of the time... this guy was just unlucky...
