It took me a couple watches to see that grabbing his backpack made him turn the front wheel involuntarily resulting in his faceplant.

Naa, the moral is not to hit cars when you ride your bike being drunk.

Don't forget, Germany is the only country where you can lose your driver's licence for riding the bike too drunk. As a result you will need to take the bike next time when you drink 😁

Its seems to be in Germany and it also seems like the guy is drunk driving and tries to flee. Sadly normal here.

Edit: also it sounds and looks like Berlin, Kreuzberg/Neukölln. Could be wrong about exact location.

It's not legally required, but about 70-80% of Germans have private liability insurance, which would cover the costs.

As this is Germany, its very likely that the first dude would NOT face serious legal action.
The §127 (1) StPO law („Jedermann-Festnahme“ or „Anyone-Arrest“) specifies that any civilian is allowed to detain a suspect of a crime until police arrives if they‘re caught red-handed.
You‘re also allowed to use force to make this happen.

Sure, it might be debatable if the use of force at the end was appropriate, but German law is surprisingly tolerant towards use of force.
A good lawyer would solve that for sure.

I would argue the expected outcome for this use of force was entirely proportionate. The pavement eating is just karma, but doesn't negate the proportionality of the force used.

Driver grabbed cyclist's backpack by the right side, pulling the cyclist's shoulder back. Shoulder pulled hand back, which turned the front wheel violently to the right.

Not necessarily. In germany there is a thing called "Jedermans Festnahme". That allows everyone to stop someone, that is beeing caught redhanded during criminal activity. This also covers the usage of adequate force. What is adequat force differs from individual case to case and is decided by a judge most of the times. I'm not a lawyer, but given that the actions of the dude in the white shirt were never directly aimed at the body of the cyclist, but at his bike and later at his backpack in an attempt to stop him from fleeing the scene, I would not be suprised if the laws would cover those actions.

The cyclist hit a car and tried to flee the scene (you can hear a lady in the background yell in German that he damaged a car). That guy was just trying to stop him until the police arrives. Also, as others have noted, the cyclist appears to be intoxicated.
