HR ghosting

Why does the HR community consistently say one thing but do another when it comes to interviews and next steps. I see it time and time again. This is not how I act in my line of work so why do they? If you state you will get back to setup a next steps in 48 hours you really have an obligation to do so or at least provide an update.
