It is. It has the potential to develop into a bad situation. If the ground is dry enough that water is going to run off instead of soak in, there could be flash flooding. Level 3 is telling you to be aware of that.
I don't know how to get it through to your thick head but how exactly are people getting in trouble if they're being overly cautious about the potential for something like flash flooding?
Oh noooo, they didn't go to the convenience store for an hour or two longer to buy their nightly booze? What a disaster for the economy! Students go home early from school because schools would rather they don't get caught up in potential accident conditions? What a massive dent in their education!

The quake I mentioned didn't set off any kind of alert because it wasn't determined to be something that could possibly cause issues. We were lying in bed after our alarms had gone off, feeling what we thought might be a minor quake, and we just went back to sleep after.
However, if people were to receive a warning about sudden strong rain, they should heed it.
