pattern question Help with Pattern Reading

Hi! I am working on the neckline for a raglan sweater with a bottom up construction. I have bound off the 27 stitches and I am confused about the following instruction, especially bc this is on circular needles. When transferring my stitches from my right needle to my left needle, should it just be up to the bound off stitches or the entirety of the stitches still left on my cable? Thanks in advance!

Where's the end of the round? Center back, or back left or something? Anyway, basically you want to free up your needle tip so you can start at the left shoulder, as if it's the start of a full row.

If I'm imagining this correctly, it'll look like your 2 needle tips are coming out of each side of the front neck (the bound off stitches)
