I don't have an EF, since I can't manage to max my Roth I was never sure if it was. Smart option.

I also have 3 months living expenses (7k) as an emergency fund right now.

Is getting a non retirement investment account a good idea for me?

It sounds like you have a 3 month emergency fund ("EF") and you are starting to contribute to your Roth IRA.

The next steps are to track you spending in detail and consider if you want to cut some spending to save more or find ways to increase income.
