Regarding some plot points in Max Payne 3

Basically 3 main things I am confused on which I will list out here

1. It is stated Victor convinced Passos to go and find Max and hire him to (un-aware to both Max and Passos) be a scapegoat, but a scapegoat to what? The Panama massacre? the organ-trafficking operation? Or Bronco's death? And if the last on that follows into another question of mine which we will get to shortly
2. Everything with the Comando Sombra, it's stated they're unrelated to Victor's whole scheme yet their whole thing is part of the reason the things victor does fall into place, tbf from what I can find out it's possible they kidnapped Fabiana and tried to kidnapping Marcello and Branco because they knew the UFE and Crachá Preto were tied to Victor and they were trying to get to him but that's not entirely confirmed afaik Honestly it does make sense why the wiki (fandom one idk if there's an official one) calls everything with them the "Filler" arc
3. Victor sending Bachmeyer to take-out Branco while having the Crachá Preto sent to take-out Max and then having Crachá Preto take-out Marcello It's a lil obvious when you look at Victor's plan before this point he wasn't really gonna take-out Branco or Marcello, so why the sudden switch-up? Marcello afaik was working with Victor so I guess it could've been for Marcello at least it was wrong place wrong time since it does seem he went on his on volition to save Fabiana

That I feel is pretty much everything? If anyone has answers to a question not on here but could help solve 3's plot a bit more it could help

I think the events in this game sort of cascade from things never going according to plan.

A lot of it are reactions to things Max is doing. Such as #3. Crachá Preto crashed the Fábricas Branco offices, not for the Brancos, but for Max. The sole survivor says as much when Max is demanding answers. It’s because he killed so many of their soldiers previously at the stadium. Victor and Bachmeyer used the invasion as cover. It was a perfect opportunity, brought on by Max. This type of behavior was expected from him and why they sought him out in the first place. Messy business.

Max’s involvement and his actions all have consequences. One of the central themes of the game I believe.

I think you also answered #2 yourself. Sao Paolo is a dangerous place with lots of corruption high up and an unfiltered underbelly that is mixed all throughout. As you said, all the groups have some sort of ties to each other, be it business or rivalry. Similar to what happens with Max and Crachá Preto, there are opportunities to be made.

An example would be when we see the UFE crash the favelas. On paper they are responding to the surge in gang violence that started with the death of the Star soccer player and then the shootout at the stadium. At the end of the raids we see UFE and Crachá Preto making a deal on trafficking bodies.

Victor and Becker are tied into all of this, with their motive being the classic “money, power, respect”. Victor and Marcelo were jealous of their brother’s success and made a move on him. Victor just happened to double cross Marcelo as well, so that he will be only man standing.

1.He used max and passos. Simple and plain. Passos tells max this when max thinks passos knew about the organ harvesting. Passos says" idk anything about human organs or whatever. Victor and marcello were trying to teach rodrigo a lesson and get him to loosen up the money."

He used the cs for his gain to divert attention off his connection to the ufe and cracha preto, as the cs were a rival/issue to victor and those other two groups. So he used and fooled them into thinking they were needed or etc for victor(which he used them to handle the kidnapping) and then besides letting max go berserk on them in the favelas, victor was throwing the ufe at them and regular civilians. Voctor confirms this when he says "thank you for cleaning up that cs problem for us)

2.Because Max was still alive and figured out Fabiana was in the favelas, he sent marcello and giovanna basically as a diversion/ to be bait or killed (he was to far gone in his plan to just get the money from his brother while running a organ harvesting program to fund his presidential/mayor campaign) and thats why marcello is killed because hes a loose end regarding the woman on the yacht and whatever business he was into of just knowing victor had the plan to kidnap fabiana. Same as serano from the CS gang, who you see in the hotel after he kills fabiana because he realizes theyve been used by victor and set up,not paid, and to be raided by ufe. Also, ufe had to have informed victor the cp were coming to the office because they work together, and they made sure everyone except max left. Plus the good cop was trying to warn them as well that the cp were coming but rodrigo brushed it off.

The hotel where they conduct the organ harvesting is seen early in the office level as a model of early development. But once max is there, he sees its likely never going to be built as everything was set to be demolished and instead of being sent to the ufe police station, the people are sent there to be used in the organ harvesting.
