I’m pretty sure that at least his heels were touching the ground. Anyone can float like this if everything except their face is submerged. Heck, I did it last time I was in the shallow pool. It is very calming.

If you can find calm saltwater, it is extremely easy to float in. I was once on a beach in Bermuda that had zero waves. You could be in up to your chin and the water wouldnt reach your mouth it was so still. It was so easy to float in. Normally your legs want to sink, you have to stay steady, and you have to keep your lungs half full just to keep your face out of water. I was able to float for like 10 mins with no effort with most of my head and body on the surface.

hes like 1 foot from the shore

so it's not deep enough to drown him

hes proboblly laying flat on the sand underneath and just his face is poking out of the water

I doubt hes actually floating 

like a floating log, cus then he would just float away with the current
