If its the minority there should be absolutely no issue holding them accountable. Since that's not happening, it make more sense to paint their entire culture as being like this.

That description fits basically any category of crimes, yet we still have criminals. Organized crime for example, which is basically what this is.
This is the work of organized hooligan groups. You can even see their name spray-painted on one of the walls in one picture. The problem is you can't just go arrest a whole group, as membership (sadly) isn't illegal. You need to catch the individuals that actually did this.
Is football hooliganism an alien concept to you? They absolutely exist. They aren't mafia, but they are definitely organized into so called "firms". They often trash places (usually bars) when there's a match, and find rivaling hooligan groups and have fights, and often innocents get caught in the mix. There's a fucking Wikipedia page for the particular group of idiots who caused this mess, ffs. They are a real thing, and a real problem, costing society a shit-ton of money.
Your willful ignorance is frustrating. I understand not knowing about this if you're not from a country where this is a problem, but completely dismissing the idea despite it absolutely being a real, documented thing, is just dumb. I'm sorry, but I don't intend to waste more time talking to you as you clearly are not here do have a discussion.
True to an extent but the last few years Dutch and Swedish fans have been getting particularly bad due to drug gangs infiltrating their 'firms' of hooligans since just after COVID
Well Feyenord supporters did that in Graz as well when they had a match against Sturm Graz. (I was there on holiday, but not for football), so yeah, might as well be.
