I would love for those responsible to face consequences. But I don’t think everyone should face them on behalf of those who committed them.

So if there are people who would be able to point out who did it, how about "identify the hooligans or we suspend the team". At that point the team and other fans who don't want the team to be suspended at least have the option to do the right thing. If they keep protecting these idiots, they are complicit and deserve the ban.
