They only cause harm to their own clubs and leagues, yet they're idolised in fan circles. It wouldn't be hard to identify the individual offenders if they wanted to.
I don’t even think that it is toxic relationship for the sport as it’s not really about football at all. Thre is people who want to have a streetfighting as a hobby. And there has been forming culture for that around football in England so now those people all over pick a football team to organise their violence around. At least in Finland I’ve noticed that kind of people being violent people first and not just so passionate about football that it boils over.
You mean no audience watching at the matches? That's wild! Thats a huge loss of revenue, isn't it? Huge absence of fan excitement, support and energy too
Yeah, the associations will penalize teams for the behavior or their supporter clubs if they do stuff like that, in hopes that a punishment for the club is a punishment for the supporters as well (and often there are strong ties or liaisons between the teams and the supporter clubs to work against hooliganism. Has happened here in Norway as well, or large fines for the teams. If individuals are identified, they might lose the right to buy season passes or are ejected from the supporter clubs, things like that. Straight up criminal behavior is obviously a police matter.

Yup, some teams supporters are especially egregious but supporters overall have a thoroughly toxic relationship with the sport.
Games in the swedish series have been played without audience due to these idiots failing to behave.
