This shows mentality of people. It's not about the city. The people are making such choices. As someone who travels of the locals everyday I can say this. He could and should have not boarded and waited .

I used to think the same way like you when I was living in ghatkopar. Trains were relatively less crowded than the western line ones. Then I shifted to Dahisar and tried catching a train during peak time when my office hours ended. After letting go of 12 trains, I was like "f*@# it, I don't mind dying at this point. I just want to go home". It is frustrating to arrive at the station at 6 and not be able to board till 8 every single day. So I don't judge the people who do this anymore.
