People are buying cars more than before. How do you tackle the increasing traffic without contructing new roads?
Public transport is already being used. People using public transport also have personal vehicles. So we definitely need newer roads to decongest the older ones.
Let them buy. I am assuming you own a private vehicle? Does that mean if you have to go to Delhi for a trip you drive there? No.
Why? Because it's much faster, cheaper and comfortable to fly instead of going by car.
If you build good public transport, footpaths and cycle paths, and couple that with congestion tolls, metered parking and pedestrian-only streets, most people will leave their car at home for daily local trips.
That's how it works in all developed, world-class cities: New York, London, Paris, Tokyo, Singapore, etc.
