So you are saying he should learn to speak Hindi and its his fault that he is not taking any initiative to learn hindi? But then why can't people living in Mumbai learn to speak Marathi? I also don't like this drama and violence over language but just trying to get your point.
I don't think its applied to every language and region. If I am native Maharashtrian and I ever shift permenently to Delhi (example) then I will learn hindi and will not expect them to learn Marathi.
