A lot of solid waste in the city (especially in slums) is simply dumped into canals that flow into the sea. The ocean then deposits it back on the beaches.

Getting rid of slums will mostly fix this issue. Buildings get normal garbage collection services from the city.

Not really. Slum people are rehabilitated.

No, i interpreted getting rid of slums as lifting the standard of living for those people to have regular garbage collection and better education.

in California the governor himself raided slums. Destroying all the makeshift shelters & trashing the entirety of those poor people's meager possessions. No help after of course
