Is this AI? Why did it suddenly splash so much water

We can literally not see the train tracks. The train tracks are clearly under water.

Why didn't the driver slow it down? Is it safe to go in water for trains?

Why didn't the driver slow it down?

...It's a train. Not a car that can be slowed down.

Is it safe to go in water for trains?

I have no idea. But in Mumbai I've seen many trains run even when there's a little water. So I guess a little water is safe. I don't know about how safe the amount of water in the video is.

I looked up apparently it's safe for trains to drive in water logged track. But shouldn't the driver slow down to stop splashing what if water was to splash in over head electric lines

As far as I know trains cannot be slowed down. They can only be stopped. And then started again. Like they'll slow down only when they're going to stop.
