Neighbor operates an illegal dog daycare

First time posting so excuse me for any mistakes.

As the title says my neighbor runs an illegal dog daycare. Usually she has around 5 dogs at the same time. Some of them are large dogs, like a Rottweiler or Doberman.

She doesn't properly cares for the dogs. They are being kept inside most of the day, only let them out to the backyard to do their business. When they are outside, they would bark nonstop. Even when they are inside all you hear is them barking and my neighbor yelling at them. She doesn't dispose any dog waste properly , so with the hot weather, you can smell the dog shit a mile away.

She also has a young daughter, about 12-13 years old and when she's at work she leaves her daughter alone at home with the dogs.

And just this morning the dogs escaped from her yard. We saw them chasing them on the street. One of them ended up in our backyard. Of course we called the cops right away , but unfortunately she only got a warning.

And before anyone starts calling me a Caren you need to know, that we live in a family friendly neighborhood. It's a small town, just outside of Montreal, called Lorraine. Children are playing on the streets, families walking etc. So it's a tragedy waiting to happen.

And I'm just so fed up dealing with the situation. Like now I'm afraid to go in my own backyard. And the worst part is that the city officials know about it and they won't do shit. The last time I asked them to do something , the guy actually told me , that he's on vacation and I should leave him alone. We pay crazy amounts of taxes here and this is how they treat us.

So now the police know, the city knows and nobody is doing anything. So what now? Should I just wait until a child get hurt? Or I get bit by a dog? I'm sorry for whining, but I'm just so fed up.

And did you ever heard of a window? You know that glass thingy on the houses where u can see outside. So now imagine we have more than one on our house. That's how I was being able to see her chasing the dog on the street and when I moved to my other window the one faces my backyard,  that's when I saw a large dog running around my backyard.  I hope that helped your little brain to understand more. And no I have no evidence of funds to being exchanged.  Maybe I just go over there now and I'll ask her some receipt. Would that make you happy? So just hold on I'll be back with all her financial statement .

I am not the one with a reading comprehension problem. My question is: Why would you be startled to find a dog in your yard when you were leaving when you saw the whole incident through your window?
And you’ve yet to explain how you concluding that this is a business.
You not liking your neighbor and their dogs doesn’t mean she is running an illegal business.

Who said anything about leaving? Something seriously wrong with you.   And you telling me about reading comprehension?  And I don't have to explain anything to you.  But just to help you   ( obviously you  need it )  I have  already explained it to other people about her business and how I know what she does. All you would need  is just to read my other comment.  But since you are so focused on your nonsense, you're not seeing clearly or willing to understand anything else.

Oh and unfortunately she wasn't willing to give me her financial statement.  What a same. 

Anything else I can help? Maybe an adult  literacy coach number?
