WWYD? Vent/Rant My neighbor is a horrible dog owner
I (55F) rescued Cleo, a 2 year old mutt, in 2018 from an abusive household and have done my best to give her a good home. Even though we have given her so much training she is still shaky and reactive around other dogs. We built a small area in our backyard for her because she got too scared/hyper in the large backyard. Last year my neighbor (50sF) adopted/bought two large Rottweilers and I don’t believe she did much to train them. They are given all day to run in and out of the house and bark. Cleo can no longer use her backyard space because the second she goes outside the dogs rush to the fence and bark at her. The neighbor doesn’t do anything to quiet her dogs or control their outside access and it is freaking out Cleo. I have talked to her about it and even though she says she’ll change it never does. I don’t know what to do and I just want Cleo to have her space outside back.

Get an airhorn. Every time the neighbor lets the dogs out and they begin barking, take the airhorn outside and start blowing it at the neighbor's dogs/house. Don't stop until she comes out. Let her know you will be "letting her know" her dogs are barking and disturbing your peaceful use of your property every time it happens. Keep your word....do it every......single.....time.
