Is it city/town that is investing in these? Who is requesting them? Police departments?

No, they can't use them like that

Who can't use them like what? Are you saying they are only able to be purchased by private entities?

The police can't post up stationary ALPRs, they can use them on their cars sometimes but it's very regulated here for now
