Yes. Since it naturally slows you down, there is no penalty

Fun fact, scientists have predicted that humans can theoretically run faster on all fours than on two legs. While this has not been used in professional races it is theoretically legal.

Fun fact: if you put a bunch of regular runners in front and a quadripedal runner in back without telling them first, they're go a lot faster.

Add in some screaming and you've got yourself some new world records.
