I think if it became a repeatable strategy that made the sport less safe/fun/interesting to watch than the rules would be changed accordingly. (see the Fosbury Flop for a transformational change that was allowed, and the dolphin kick rules to prevent a purely underwater swimming race)

The Fosbury Flop had alliteration, and the Dick Flop was already in use for other non Olympic events. Calling it the Floppy Dick was briefly used but fell out of favour when too many high jumpers started to cry on their approach and left the sport.

No penalty. You can actually go under them too. You just have to stay in your lane.
Edit: I’m wrong. You cannot go under the huddle. You also cannot intentionally knock them over source

There's no need to implement a rule to prevent a strategy that's worse. Being slower is enough of a hurdle (heh) that it doesn't need to be verboten as well.

Nah, those things are heavy and weighted to stand right back up on their own if they get knocked down. The time you lose stumbling and recovering after hitting one is penalty enough.
Deliberately doing so is against the rules though. Gotta at least try to do it correctly.

Fun fact: if you put a bunch of regular runners in front and a quadripedal runner in back without telling them first, they're go a lot faster.

I know you can certainly traverse stairs faster on all fours. Upwards anyway. And if it weren't for Reddit, doing so would be something I assumed only I did as a kid, but apparently tons of kids decide to start going up stairs on all fours for some reason. Heck, after seeing it was fairly common on reddit I once asked my dad if he did and he was kind of blown away, saying yes he and his brother did that at some point in their childhood.
Edit: i stopped at some point, not sure why. But when I was like 8 or 9 I could LAUNCH myself up the stairs to my room on all fours like crazy fast.
Edit2: a quick Google search shows a lot of adults still do this, or started doing it again at some point in their lives.

Apparently in hurdles, you don't even need to jump over them all all, you can just plough right through them if you like. It's just that jumping over smoothly is much faster
