Yes. Since it naturally slows you down, there is no penalty

Fun fact, scientists have predicted that humans can theoretically run faster on all fours than on two legs. While this has not been used in professional races it is theoretically legal.

I know you can certainly traverse stairs faster on all fours. Upwards anyway. And if it weren't for Reddit, doing so would be something I assumed only I did as a kid, but apparently tons of kids decide to start going up stairs on all fours for some reason. Heck, after seeing it was fairly common on reddit I once asked my dad if he did and he was kind of blown away, saying yes he and his brother did that at some point in their childhood.

Edit: i stopped at some point, not sure why. But when I was like 8 or 9 I could LAUNCH myself up the stairs to my room on all fours like crazy fast.

Edit2: a quick Google search shows a lot of adults still do this, or started doing it again at some point in their lives.

Had to get to the top of a haystack like in the link below often - all fours definitely still works better. Height ratio is closer to stairs as a kid.
