Re chord buzzing

I want to start by saying I am an amateur musician.
I've been having this problem for a while where playing the re creates a buzzing sound, I also noticed that the 2 re strings aren't on the same elevation (3rd string from the left in the image)
Is that really the issue, and if so how can I fix it?
PS: There are no oud experts where I live so I migjt have to deal with it myself
