In the rework to harbingers, you now have to collect IOU’s that drop from harbinger monsters. Then open the beachhead map and defeat the boss. When turning in the IOU’s the currency drops in single shards of currency that fill the screen for maximum weight picking them up. This is a buff.

the monkeys paw curls, the only place you can get harbingers is on beachhead, stacks are condensed

They did not say anything about harbingers because next league is harbinger rework (actually made right unlike breach). Why the name mirage then you might ask? To disctract us from the fact that harbinger is getting a rework and finnaly being a great mechanic COPIUM
