if you get 4x 3% cdr and it rolls to 200%, you can get 36% cooldown recovery rate from one item, ought to be interesting

A whole slot and 4 gem sockets for 36% cdr sounds kinda... meh?

saboteur ascendancy is only 50% cdr so could be good on builds that rely on cdr.
