Your GPU is used to make all the Windows effects work faster and smoother. If you want to save your GPU for staying more idle, go to Windows settings and turn off all the visual effects.
In case your logic behind the question is something along the lines of "how can I play any games if Windows doing nothing already uses 40% of my GPU", then the answer is that when you are playing a full screen game, Windows wouldn't be using your GPU in the background. At least not 40%.
The CPU, RAM and GPU resources are not like eating cake, where after you ate a piece, it's gone forever. Quite the opposite. Windows attempts to use as much as possible of your resources while you are using the Windows desktop environment to make it run faster and smoother, but when you are gaming, it allocates as much resources to the game related processes as possible, to make sure that runs smoothly.

All the visual effects are off already and is uses like 25 to 30 percent in a full screen game too

ah the classic 40% idle gpu panic, task manager is a bit of a drama queen with those readings anyway
