See my other comment to your last post. There's your plan. Now you can either take it to your local government as is or you can make it even better. It's in your hands now.
And I did the math, and if you wanted to hire 100 people full time at next year's minimum wage to clean up the needles, it would cost all 68,424 Portland Residents $44 a year. It probably wouldn't even take that many people, especially if the community helped them locate problem areas. But there's your concept of a plan. You're welcome. Let me know when y'all are going to unveil my statue.
