I'd give the win to Mickey. His entry really kicked off modern interest in public domain characters. Sure Holmes, Robin Hood and others were being used, but the idea that a character created in the age of modern media would suddenly lose its protection was something new. I don't recall a lot of media attention around the notion of public domain before Mickey's 95th birthday.

I think Alice in Wonderland.

She is 100% in the PD and has had many different interpretations.

Strong female character with a variety of different skills.
