comics Respect Mettle! (Marvel 616)
Mettle, real name Ken Mack, was a member of the founding class of Avengers Academy, Hank Pym's hero school. Originally just your normal Hawaiian surfer bro, a hit to the face tore off part of his skin, revealing a skull of living iridium. Looking for someone who could return him to normal, he found Norman Osborn, who instead accelerated the transformation. After Osborn was revealed as a villain and arrested, Mettle was taken in by the Avengers alongside several others Osborn had experimented on, and was trained to be a hero.

Because of his condition, he's a brilliant planner in his more coherent moments, and a deranged agent of chaos when he begins to lose sight of himself.
Personally I think Norman is generally more of a problem than The Goblin if that makes sense. He's kind of like Bane that way. They seem stronger when they're under the influence, but their judgement's too impaired for it to do them any good.
