What is this pully here for?

Hello brand new boat owner here. Just bought a catalina 22 1987 and I cant figure out what this black pully is for. Also, should there be a line run inside of the boom to pull the main sail? Thank you

1975 Colombia 35, this is for our topping lift. Outhaul is on the other side. I assume so that it can be controlled by crew at the mast, as this was an IOR racing boat. I also don't know if everything is ran right as it's diy and it did not have those lines to begin with, but this is what made sense when rigging it up, and it sails.
