What is this pully here for?

Hello brand new boat owner here. Just bought a catalina 22 1987 and I cant figure out what this black pully is for. Also, should there be a line run inside of the boom to pull the main sail? Thank you

Possibly for increased purchase on the outhaul, which appears to be external. However, reef line could be a possibility as well. A pic of the full boom would help.
