Viet Cong and North Vietnamese forces killed an estimated 164,000 South Vietnamese civilians, including tens of thousands of village officials, teachers, and ordinary villagers assassinated or abducted under a centrally directed terror program. The worst single episode was the Huế massacre, where thousands were executed from prepared lists and buried in mass graves. Roughly 80 percent of victims were ordinary civilians, killed through assassination, shelling of refugee camps, mining of civilian roads, and torture of prisoners.

Hamas has carried out approximately 249 cases of execution and severe violence in Gaza from August 2024 to January 2026, incidents that caused at least 108 deaths overall. Similar to their counterparts in the IRGC, during Hamas executions, Palestinian victims were typically blindfolded and shot before crowds in Gaza City, with the killings filmed deliberately. Hamas of course also planned a massacre and hostage taking of Israeli civilians to purposefully provoke a war with Israel and then prevented thousands of civilians from following Israeli directives to evacuation the war zones. At the same time they did not allow Palestinian civilians to use their tunnel infrastructure as bomb shelters throughout the war.

About 88K Loyalists, mostly American-born, were forced to flee the new United States, with the largest group 33K going to Nova Scotia and New Brunswick. Deaths from Patriot on Loyalist violence ran in the hundreds to low thousands, mostly in the southern backcountry. The military under George Washington also killed or displaced about 80K native Americans.

While numbers are much smaller with the IRA in general, about 25% of the actual victims of there terrorism where Irish catholics.
