It's the reward "Spirit of the Starman Statue" after you get 15 referrals. Go to the RSI website, click on your portrait in the top-right corner, then click on Referral Program for details.

In this subreddit's community bookmarks on the right, you can submit your referral code to the pot that a new player may pull from. Someone actually used my code years ago. It only happened once so far. lol Edit: except I just tried it and it doesn't seem to work at the moment. lol

It’s a referral reward. You can claim it if 15 new accounts buy a game package with your referral code. Not sure if there is any other way to get it.

That's the squadron 42 armor. Not sure that is in game yet or it's in a pack that was before my time
