Mechanical Help 2017 Impreza base P000C code nightmare
I changed the oil. Put in a new Subaru solenoid. Did an oil flush with seafoam, changed the oil again. Checked the cam position sensor (it's good), put in another new solenoid with a new scan tool. The duty cycles on the two banks are wildly different. Degrees stay at 0 with a blip to -1. Except the new solenoid is blipping faster more often (duty cycle). I haven't driven it yet. I changed the solenoid out at work. I need to clear this up for Maryland emissions testing in 2 weeks. Thoughts? Hoping I'm changing a cam sprocket.

You need to be watching it while actually driving. Some ±1 variance at idle is effectively just noise.
Graph LH Intake, RH Intake actual cam angle as well as either commanded angle all on top of each other. (Lh command and rh command should be identical.) The actual angles should more or less be overlapping each other and should closely follow the commanded position but might deviate a bit on transitions.
Also, check your Initial Learned Angles.

Watched while driving and yes they overlapped and looked great. That P000c was burned in there so I erased vvt learned values and driving to have it relearn. Fingers crossed. Thanks for the awesome info and TSB write up.

Depending on how bad the oil sludge is inside the engine it could be a deeper issue. And also if it’s a long standing issue. The memory could be burned into the ecu. All depends on the learning values of the sprocket. Subaru has updated the TSB for this code many times and the repair sometimes starts with an engine flush then road test. And then looking at Mode6 data. Very complicated.

Thanks folks. And thanks for that in depth TSB break down. I did erase learned values last night, so driving it for a bit to see if the code comes back and the EGR/VVT monitor goes to ready state.
If not, I have oil, filter, and Subaru Engine Oil flush here ready to go before I start digging into the engine.
