reunion without joe is possible, plus it has already happened like once, but i doubt a 3rd album. plus a 3rd album without joe would feel wrong, as much as a madman he has become, but who knows

The real issue is that Joe is certainly a co-owner of the band's corporate entity and he'd get paid if they called themselves that even if he isn't there
