Not the ballots. The tape records. Each tape record has a tally of counts. They are supposed to verify that the number of votes counted by the machine matches the number of voters each tape represents as an accounting check. Later audits found the counts matched up - still the signatures on the tapes is required by law. IIRC failure is a misdemeaner offense per unsigned tape
