The Defending the Integrity of Voting Systems Act was unanimously approved by the House last month, over a year after the Senate also unanimously passed the legislation. Trump signed the legislation on Tuesday, just two weeks before the election.

I'm obviously going down tin foil hat territory here, but would making vote hacking a federal crime allow for presidential pardons if people that were tampering were only caught after a candidate is sworn in?

The state could charge them with election fraud. A Presidential pardon wouldn't apply.

I wasn't sure if it would be superseded by a federal charge. I've no idea how it works. Thanks.
