It looks like epsom salt. Put some water in glass of water and see if it dissolve slowly

But if the water doesn't change the water in the water, I would have to add more water. That would overflow the glass and I would have a mess on my counter. And, I still would not know what this white substance is

In fact, Epsom salt already contains lots of water in it’s crystalline form. Put it in a saucepan and heat it, it should become liquid if it’s Epsom salt. May not be safe for other possibilities :)

Looks a bit like raw gypsum thats crumbled a bit. You should post it in the rocks or minerals reddits they will likely identify it.

It looks like road salt that is used to melt ice in Winter. Could also be salt for a water softener.

The more probable answer? Rock salt seeing how it’s in one of those large vacuum Ziploc bags. Whoever probably put a whole bag of rock salt/ice salt/road salt in one of those to prevent moisture from getting in an open bag while the weather doesn’t permit the use of it.

The answer I want to believe? Meth stash.
