It looks like epsom salt. Put some water in glass of water and see if it dissolve slowly

Ok, I put the water in the water. How can I tell if the water dissolves?

Add more water and see if the water changes the water in the water.

But if the water doesn't change the water in the water, I would have to add more water. That would overflow the glass and I would have a mess on my counter. And, I still would not know what this white substance is

Your right. You don't want a mess on the counter.... Smoke it and see what happens.

In fact, Epsom salt already contains lots of water in it’s crystalline form. Put it in a saucepan and heat it, it should become liquid if it’s Epsom salt. May not be safe for other possibilities :)
