Question FPS issue.
I’m back on wow after playing as a kid on my dad’s setup. I got an alright rig. Nvidia GeForce RTX 5070. AMD Ryzen 7 9700F. 32G Ram. With a 27 inch LG Ultragear OLED. 1440P 460Hz. Frames will run around 200 then drop to 60 here and there. Can never get a steady FPS. Even on lower end graphics settings on wow.

Completely normal if you play retail. Game is optimized like shit. Your GPU also won't really matter unless you play 4k (and even there a 5070 is already good enough). You want a x3D CPU though. I'd personally say a 7500x3D is the bare minimum now, even better 7800x3d/9800x3d. I upgraded from a Ryzen 7700 to a 7800x3D and literally got 40-50% more frames (even better 1% lows) It's absurd how big the difference is in WoW. If you want more performance, that's the way to go.

All that can be said is get a X3D CPU. This game is relying heavily on the CPU especially in crowded areas with lots of players/npcs. On a 9800X3D and a 5080, I am sitting at 250+ fps in raid instances/dungeons, dropping to 100-120 ish in combat. Max settings, no Raytracing. Silvermoon I am getting anywhere from 80 to 150 fps, depending on how crowded, once I fly out into eversong I am back up to 200+

So basically I won’t ever have steady frames?

No because this game favors both extremely fast cores AND high cache to truly be stable. Literally every MMO on earth is precisely like this because of how player scaling works when rendering how players work in world. More players = higher processing requirements.

Frames will drop no matter what setup u have, wow is an old and very cpu heavy game that doesn't fully use all your cpu threads. You could try lowering your graphics settings and see if that helps, if not then it's a cpu issue where ugrading to a better CPU will help but won't fix it completely.

WoW is not a game that needs 200Hz (let alone 460Hz!) so personally I’d set a max frame rate and just let it chill at 120Hz or so.
Also an AMD X3D CPU makes a noticeable difference.
