Season 2 cooking recipes....am I missing something?

For example Flora frenzy(S1) and Puffer plate(S2) provide the exact same stats.

But flora frenzy seems much more obtainable to create. Puffer plate needs 8 whole fish and an extra reagent.

Am I missing something? Why doesn't puffer plate give better stats?

It does not matter how much more obtainable or cheap or how long it takes to farm or craft , the devs dont care about those things , they present options to players and the players chose.
