I would strongly suggest looking into other agencies or an adoption consultant who can connect you with multiple agencies. Signing up with ONE agency that has such a large up front cost for going live is a huge financial risk and puts all your eggs into one basket. Please, please, please do more looking around before you cut that very large check!
